Using my base + offset method, I have an unbroken sequence of solutions from 0 to 112* without using the decimal point or percentage sign. (There is some overlap. @Nervous Rex, your reminder of factorial was instrumental in its development.)

*110 does not fit my pattern, but was still solvable. 113 has me stumped. There are more above 113, but it is my first hole.

58 = (4! x √4) + (Γ4 + 4), basic
58 = (√4/4%) + (Γ4 + √4), fancy

59 = [Γ(Γ4)]-(4/√4)/(√4)

You are supposed to use only four 4s to equal the next number (which is now 61).

What kinds of things can you write about the 4s to make that true?

The 2 is out, but it's close.

√4 = 2, but it does so using a 4.

@Yeshuasdaughter, when you used 4 * 4 * 4 for 64, I realized that I did my solution for 61 the hard way.
