I think it's called "Hurricane Neddy" where the Flanders house gets destroyed by a storm despite all his preparations and he goes a bit insane. It's a good episode actually where you seen Ned as a kid run into a bunch of other kids saying "I'm Dick Tracy!!! Take that Prune Face! Now I'm Prune Tracy!!! Take that D.....Face!!!"
