It's a very complicated process of calculation. First and foremost, they have to take into account what looks most realistic to humans. If they start moving in a way that humans do not find "natural" then the humans could get suspicious and find out snowflakes are actually sentient. Secondly, they have to take in wind resistance since they aren't actually affected by that and would fall straight down otherwise. Lastly, and most importantly, every snowflake needs its personal space so they try to keep a certain amount of space from each other so that they have their own 'personal bubble' so to say.
