Expanding University Places?

The Singapore government announced to expand the number of places in its locally-funded universities from 27% of the primary 1 school cohort, to 40%. This may not be enough.

As a Singaporean politician, Jenn Jeong Yee mentioned, he estimated that 41,000 Singaporeans are enrolled in Singapore's private institutions, that's perhaps around 20 to 25% of the Singaporean population of a same age group, roughly equal to the number of people in our local universities. There are certainly many people who really want to get into high quality university courses. Perhaps this round of university expansion is not enough, but this could be the start of better things to come. That is, a place in local universities for those who want it.

I read a piece on the Singapore papers about the possibility of expansion for applied university. In Finland, 36% of Finns are in a research-intensive university, while 32% of Finn students are in universities emphasising on applied disciplines, such as business or engineering.

However, applied courses for Singaporeans may not be enough for our needs, for they will still be seen as second-choice universities in Singapore anyway, unless there is a skill framework to harmonise skills to what people learn in universities. Unless we adopt a skill framework like those instituted in the UK, and we follow it without exception, then unemployment will be an issue of choice, not the lack of skills or perhaps, with government funding, belonging in lower socioeconomic classes/financial burden.

In addition, the new university courses may not be applicable for certain people with substantial learning needs, who want welfare to help foot their bill, if they are less likely to survive in the workplace of the future, with a heavier emphasis on degrees. Discrimination against people with special experiences (PSEs), or those with learning disabilities that limit their potentials to do well in life, should be petitioned to the government, based upon PSEs who do meet industry standards but are not employed, because of their conditions. So far, very few PSEs meet these objective standards, because their conditions do prevent them from getting gainful employment in the open employment market. In these cases, career planning would help them the most at Secondary school level.

Perhaps the government should do something to improve the job skill set of low-income PSEs and hence, subsequently, their wage? Or, if not, just drop the pretence, and give our less fortunate friends the welfare they need?
