Maybe I'm missing some cultural references, but this only puzzles me without any fascination.
It's an edited photo of Eobard Thawne, the villain from The Flash.
He has a lair on the tv show that is supposed to look futuristic and sci-fi-ish, but it actually ends up looking to the viewer like a bathroom with white tiled walls.
