I have trouble controlling the volume of my voice

I used to think "most people" can't seem to hear me, but as I start talking to more people from different backgrounds, I've noticed it just depends. (Although, it could be that with some people I'm more relaxed and therefore don't speak as though I'm terrified to be heard?)
 
I tend towards too loud. I work in a machine shop, which makes it worse. Most people are used to it, some people see it as aggressive.

My mom thought I was hard of hearing, but my hearing is actually a lot better than expected (I could hear some frequencies at 0 decibels last time I was tested).
