Answer a QUESTION with a QUESTION

Since you just said "that", it wouldn't be surprising if you said "that" again in the near future, would it?
 
Was that a rhetorical question itself, or do I have to figure out how to make a meaningful response?
 
What if what I really want to do is to answer a question without ending with a question mark?
