They became a real problem in Australia to the point of becoming dangerous. We now fine anyone seen deliberately feeding them or encouraging them in any way. In popular tourist spots we have regular patrols of dog handlers who's job it is to disperse gathering flocks of seagulls, and to issue fines to anyone seen deliberately feeding them.Seagulls been food thieves.
