I guess they'd need to make the speeding penalties worse than those for drink driving? 😉
When Chopper Reid was in court and had just been found guilty of double murder, during the sentencing hearing he was given an extra 6 months time for contempt of court.

In this particular instance he had been the getaway driver for two other men holding up a bank. They got out of the bank quick and clean with no shots fired, they jumped in to the back of the car with a big bag full of money and Chopper took off. He only drove a couple of streets away though, he pulled in to a back alley and shot them both in the head then fled on foot with the money.

As part of his sentencing the judge announced that he was banned for life from ever holding a fire arms license, Chopper smiled at this. When the judge asked him what was so funny he said "Well your honour, I've never had a driver's license either.".
