Some people say there are 10 types of people - those that can read binary and those who can't. What about those of us that can read it a little , but not well enough to program anything with it? Wouldn't that make 11 types of people?

Even if you can't program in it, it u can read it, you can read it.

Not being able to program in it is a subtype
