Answer a QUESTION with a QUESTION

Does the National Board of Certified Weirdos (NBCW) have a grading system based on a series of competency tests or something?
 
Isn't the beautiful part of weirdness that people can "own" their weirdness and decide for themselves how weird they are?
 
What sort of anarchy would be released if people ran about willy nilly acting weirdly if there is no regulatory agency to tell people what high quality strangeness looks like in the wild?
