Answer a QUESTION with a QUESTION

Speaking in a purely biological sense, could a being evolve that instinctively sought out unpleasant experiences?
 
Or maybe the entire army's tail just falls off in the middle of a battle and everybody has to stop and try to put it back on?
 
Isn't that done by some secretive government agency with a three letter acronym, without our knowledge, and, you know, definitely for our own good?
