Would you pay extra for premium toilet paper?

Paying "extra" for most anything rubs me the wrong way unless it offers a substantial advantage of one kind or another. :p

Though seriously, "premium" anything sounds like a bad proposition when it comes to government expenditures over non-critical necessities. Precisely the sort of thing fiscal conservatives use to make the most of an election cycle. o_O

Would never use a public washroom for #2, still yeah a lot of public washrooms are filthy and I usually go to a urinal if I have to use them.
