Actually, nobody would be "obeying" anything. A store is not authorized to issue an order regarding where the customers are supposed to go during a tornado warning. You would be complying with their urgent suggestion. It is entirely your decision. The store can do nothing if you elect to walk away.

I get uppity when someone who lacks authority acts as though they are the boss of me. Be nice and ask and I might cooperate. Start making demands and I'll go the other direction.
