Which is best drawing program and does anyone know any good Blender Tutorials

Is their a really good and cheap or free drawing program I should use.. and does anyone know a Blender Tutorial without a hour of talking?

Have used Corel draw and Photoshop for many years, but they are not cheap to buy. See what I can find for vector drawing progs on the internet, sometimes they offer free beta programs or 60 or 90 days drawing programs for free. When I was a student we used various programs that were free samples given out by the companies, that had a time limit. You might be able to find free software sometimes freeware or shareware at places like this:

Vector Graphics? You might consider "Inkscape .91". Freeware.

However on my legacy computer (Windows 98SE/XP) I run Corel Draw and Adobe Illustrator.

For bitmaps....exclusively Photoshop.

For bitmap/raster graphics, nothing beats photoshop - full not express!. But if you are wanting free, you could look at The GIMP.
For vector, good to see inkscape lives on, though I haven't used it for years.
For natural media, the standard would be Painter, though you could also try artrage. On the iPad, there is a host of natural media products, including free.
For something a bit different, I thought Fractual Design's original Expression was an interesting product. Pity Microsoft has totally changed the concept.
For 3D, I'm not sure what's current.
If you're not sure on the difference between bitmap/raster and vector, here's a basic explanation.

What do you mean by "natural media?"

"natural media" is digitally replicating painting with traditional media. You select the media (paper type, paints, brushes, knives, etc) and it behaves like the real thing, whether it be bleed for water colours, transparency, texture of oils, etc. Best used with a Wacom tablet which detects pressure, angle etc.
