What is MS Launcher?

I bought a new laptop and all kinds of apps are trying to convince me to set them up.
In a nutshell, why do I need this one?
I'm trying to sync my laptop to my cellphone but then Launcher messed up my cellphone's home page. Scared me.
I don't want to have to get used to anything new.
 
"Users download Microsoft Launcher from Google Play. Downloading Microsoft Launcher replaces the default launcher. Microsoft Launcher does not replicate the user's PC home screen on an Android phone. Users must still purchase and/or download any new apps from Google Play."

So it seems MS launcher set it up so that you can only use their specific launcher, even if you have another one it overides it.

n a nutshell, why do I need this one?

You don't, this launcher is a third party application. All it does for your phone is make the interface a little easier or prettier. It's not really necessary if you are happy with what you already have on your phone.
