Seven of Nine
To me, Picard is expensive non-canon fan-fiction. Or perhaps an alternate reality.

In the last episode of Voyager, the doctor was going to remove all her Borg implants. She was also going to marry Chakotay. Her relatives were eager to meet her, and she had spoken to at least one through a "Zoom Chat".

The former Borg drones would have been allowed back on earth. With that logic, neither Janeway nor Picard should have never been allowed back on Earth. Voyager had been in contact with Starfleet for a year or more by this time. They knew of the heroics of Seven, and she was greatly appreciated by Starfleet.

In fact, in the last episode of Voyager, it was Borg technology that brings the elderly Janeway back in time to defeat the Borg and bring the Voyager home. And the reason she went back in time? Seven was going to die, and Chakotay would die of a broken heart the year they got back to earth.

Also, the death of Icheb is not canon, because Q Jr. was his very best friend, and I guarantee you that Q would have turned those criminals into Oprelian Amoebas before he'd let anyone hurt his dear "Itchy".
