Question for Windows 7 Users that Use MS Security Essentials

If the operating system itself remains somewhat problematic and mediocre, would you really want to rely on the same developer for overall security?

I wouldn't. ;)
 
MSE is no better or worse than any other persistent AV client...these days they all suck equally, to be honest. I use Defender (Windows 8.1/10 built-in antivirus) on my Windows machine, but I rely on adwcleaner to do a daily scan/cleanup.

I would try uninstalling and then re-installing MSE and see if that helps. https://support.microsoft.com/en-us/kb/2435760
(DON'T use the "Let Me Fix It Myself" method in the article unless you have a good backup and are willing to get your hands a little dirty, though)
You might also be able to uninstall it with GeekUninstaller, though I haven't tried that myself with an antivirus program specifically.
