Early reports are saying that the rocket came down just west of the Maldives, in the Indian Ocean.
This is a lesson the rest of the world took to heart decades ago. One should not intentionally allow large hunks of space debris to reenter randomly. It takes very little effort to control where something reenters but it does reduce the payload capability slightly. Accidents happen - but this was no accident.
