Is my friend mad at me?

If she was someone really dear and something like this was bothering me, I would probably just take the easiest route and by her that damn 25$ parking pass myself. Then I would give it to her as a gift, with a card that says something like "Sorry I couldn't help, I hope this does it instead of me". But I think your answer was really appropriate and I wouldn't get mad to a friend over something like that.
