Supporting @Outdated's evidence... my neighbour's grandfather was an outsider, until another people came to steal their land and kill their men and rape their woman. 80 years ago!Actually, it's an Austro-anthropic view taught to me by people who are still partly living their paleolithic lifestyle today.

In New Britain such local wars and territory grabs are still common - they're called "tribal fight" in English. People get chopped up, and it doesn't make the news.
