If you hover over someone's name, there's a pop-up with some details. The "start conversation" button on the lower right should bring you to the PM page.

Is there a way to send private messages?

Also, notice at the top of your page, the little envelope,
up by the Bell, and the Search which has a magnifying
glass image?

The envelope is what you'll click on to view notifications
of any Inbox/PM conversations you've received.
