Answer a QUESTION with a QUESTION

Are there aquatic police, lawyers, councilors, victim's advocates, and judges to handle complaints against sharks?
 
If you add in all the legal complaints sharks might want to file against those who harm them, shouldn't that be enough?
 
If you were guessing, wouldn't you guess that the balloon animals most likely to be blown away by pop would be the balloon weasels?
