Multi-quote seems broken

When replying to a thread the option to insert quotes that you've marked for multi-quote seems to have disappeared. I'm not seeing it where it used to be. I'm using Safari 8 at the moment; haven't tested it in Chrome.
 
Oh really? I'm using safari, via an iPad, but it seems to be working fine.
 
It's working fine in Chrome, but still not in Safari. In fact, now, if I want to deselect the message, it won't even let me do that. Hmm....

It's only problematic because I use Chrome when my laptop is connected to power, but use Safari when I'm on battery.
