I don't think people should act like this

A couple of possibilities:

1. People dont want to deal with a stranger because they see them as a potential threat (which is absolutely valid)

2. They figure "Well I cant help anyway" so they just keep going

3. They are paying more attention to their bloody phones and the rest of their limited braincells are focused on not running into walls as they walk, so there's no mental space to ponder others with. Very frequent, this one.

4. Some could even be on the spectrum or something similar, unable to interact.

5. Some people are jerks.

6. Look at #3 again.
To add to the above list.
There is also: The bystander effect
The bystander effect occurs when the presence of others discourages an individual from intervening in an emergency situation, against a bully, or during an assault or other crime. The greater the number of bystanders, the less likely it is for any one of them to provide help to a person in distress. People are more likely to take action in a crisis when there are few or no other witnesses present.

The term bystander effect refers to the phenomenon in which the greater the number of people present, the less likely people are to help a person in distress. When an emergency situation occurs, observers are more likely to take action if there are few or no other witnesses. Being part of a large crowd makes it so no single person has to take responsibility for an action (or inaction).

In a series of classic studies, researchers Bibb Latané and John Darley found that the amount of time it takes the participant to take action and seek help varies depending on how many other observers are in the room. In one experiment, subjects were placed in one of three treatment conditions: alone in a room, with two other participants, or with two confederates who pretended to be normal participants.

People in places of so called power or authority ie courts, police governments should care about members of the public!
Wouldn't it be weird if everyone simply cared about one another?

For clarity, that is a sarcastic rhetorical question.

Better get used to the fact that they dont, as that is the case in the majority of cases.

People dont chase power because they want to help others, not usually. They do it because they want to be The Big Guy, the Head Honcho, the guy who rules over all.

Bloody jerks.

It can be difficult to "butt in" to another persons life. But i must admit, if i saw something like this, i would at least ask "are you ok" or if i could not ask, i would approach the centre management / security and notify them someone is in need of assistance. its not exactly "normal" to see someone standing there crying. i have noticed allot of people now days, just...don't care. or at least they act like they don't care. i am worried for the future

Do people think the laughing and joking from this clip is appropriate?

No. see, this kind of thing annoys me. confuses me. and i wonder, these people who are meant to "lead" us into safety from the coronavirus, 1) do not wear masks and 2) joke around like this is not serious at all. But when we choose to go no "f off, with the covid crap" and we make a stand, we are arrested. jailed. fined. charged. I am STILL in 2 minds about covid being real or not. Mostly because of actions like these, seen on that video. I would assume EVERYONE would take it seriously, and all follow the same rules. to me, this feels like a dictatorship. call me paranoid, but something...feels.....off.
