disabilities - vietnam

I overheard two people today, one from Vietnam, say that people in Vietnam sadly don't get help or support if they are disabled. This is my first and only insight into Vietnam, if this is the case, any country where disabled people are neglected is very sad! I count myself lucky, the autism organisation in Scotland where I accessed before lockdown and where I have had help since 2010 is there!
