Why isn't 'y' a vowel?

Wasn't "Why" the last word played?
I thought so, but when I searched it- it wasn't listed. I also didn't allot a bunch of time to the search though. Off to search again.In the USA and for the purpose of this game,
we use the letter "Y" as a vowel.
In elementary school we learned the vowels as:
a,e,i,o,u, and y.
