"HEY I love you" reminds me of the song by the Doors
Hello, I Love You - Wikipedia
but less intense. Maybe a bubble-gum version of the
same idea.

"HEY" is what people in Georgia often say instead of Hi.

"HEY I love you" could be a defensive remark
under some conditions.

sit-com or cartoon condition =
the woman or female animal is throwing stuff
(lamp, shoe, rolled up socks..etc) at the guy

chick flick/romantic comedy =
the guy just realizes he loves the woman as she is walking away

" love you" is how my aunt sometimes end her phone calls to me.
Other times, with the whole phrase.
