Why do military members move so often?

My brother is a electrical technologist, had worked in private sector for years maintaining phone systems through out the world. including south of the border. He was offered a promotion did not like the lifestyle quit the position. came back to his home base, while unemployed joined military found renumeration was similar. house paid for lives alone. Happy with what he has. Promotion would have meant extra training. including things like camping rough in middle of winter stuff he had no interest in. Either way it was not about money. When he travelled the world all expenses were paid. He me watching a friend break their leg on a skiing trip. Told him it was time to go home.

From the USA perspective, the military is posted to whatever "hot spot" the powers-that-be declare are in need troops or servicemen. I know a guy in the Air National Guard who was posted to Okinawa two years ago and then transferred to Arkansas a year ago. He dragged his family (wife and 4 small kids) to Okinawa to live in the barracks, and his wife had their 5th child while there. Now they're all back here. His military job has something to do with medical issues such as medic evacuations, not sure really what he does. The US appears to be amassing troops and Navy ships in the Caribbean and around Venezuela to blow up little boats for the "war on drugs". Tomorrow, they may be sent to some other designated hot spot, so to speak.
They are already calling it "the fog of war."

My brother mainly had a desk job maintaining computers for pilots or electronics on plane part of crew for while caring dignitaries like queen prime minister back and forth. Take care of radar systems on Ellesmere island for a while. He has seen more of the world then any one else I know or heard of.
