Noisy neighborhood!!!

This is EXACTLY why I live in a cabin the mountains, 15 miles from the nearest town or even stoplight: The city (even the suburbs) were just too noisy, crowed & congested for me to deal with.

If you're temporarily (geographically / financially) stuck there, then use it as the catalyst (motivation to get a job / finish school, whatever....) to get out. Then find a farmhouse in the country or a cabin in the mountains & be happy.
 
l moved from LA to the East Coast. So much more quieter. Probably moving away from miltary base is your best bet. You need to get assistance somehow and get your mom to move out of there even if it's a dump. Just the fact it's quiet will make a big difference. If she won't move, you know you will have to leave at some point.
