Why does the terms of service discuss a "payment plan" when the site is being advertised as "free"?

Why does the privacy policy say:

"When you decide to enjoy the benefits of a paid Subscription of ours, you may provide us with financial information such your payment method(s) ... Purchasing a Subscription may allow you to see additional details on the profiles of our members."

Seems like a bait and switch.
