How can I tell if I need reading glasses?

I can read something if it's in front of me, but once it hits a certain distance/font size it starts to get fuzzy. I can't read things that are far away as they just blur almost into a blob.
 
Go to a store that sells the things - they will have phrases printed to assist you in finding what you need.
 
The ability to focus deteriorates with age - particularly with close things. People often buy reading glasses as they get older.
A book is usually held within a foot or two of your eyes. If you are holding it outside that distance so that you can focus, reading glasses may help. In which case, you can just go to a shop and try them on.
If you can focus on what is close to you, but struggle to focus on distant text, reading glasses aren't going to help. And at 21, age isn't your problem. It sounds instead like you are short sighted (or maybe have got an astigmatism). An optometrist can test you for what glasses you need.
