I can see why it's surprising and a bit scary in that neighborhood.@Rodafina It was very bright in the night. It kinda scared me because I thought there was a big fire in my area. I was what’s the crazy neighbor doing at night.
That's a question for your local fire marshal. In Nevada someone caught doing something like that would likely be in a lot of trouble if in an urban area. We have some well-defined laws when it comes to "controlled burning".Found my new neighbors setting fires in the back yard. It looks like they are practicing an occult.

I suspect this is the answer, someone burning rubbish late at night trying to avoid getting fined for illegal burning, and someone that possibly doesn't have access to a vehicle suitable for taking rubbish to a dump or can't afford the fees charged at dump sites, or both.In many areas burning trash/brush is illegal due to the hazard of it spreading.
