why does my game not fullscreen instead its opened as a browser window

its a steam game. I can still see the windows task bar at the bottom

Try going to the game settings. Maybe you can choose to make the game full screen there.

Sometimes formatting the machine and going to the park fixes the problem. Not for me, but I love to give advice anyway.

F11 does not always full-screen games.
