Can anyone make games with Unity or Game Maker on Windows PC?

I currently have a Chromebook PC (Yeah OK stop laughing you at the back!) which only has PlayCanvas for game developing.

I don't really have the funds to buy a new Windows 10 Laptop for game development and Xbox One streaming which I want to be able to do though.

So anyway, has anyone on here used Unity or Game Maker and made any good games?
 
So is Unity free apart from paying for the course to make 6 games that I keep reading about on Facebook? I can't download it as I don't have a Windows PC and my Brother won't let me borrow Dad's new Laptop for it.

But, I was in PC World earlier looking at Windows 10 Laptops and Tablets, and they had a good one for £150, I might save up for development and animation software, and Xbox One streaming, for my YouTube channel.
 
On a related note, does Unity work only on Windows 10 or can you get it on 8.1? They sell Windows 8.1 Laptops at my animation course, and I'm half considering saving for one for game design and animation software.
 
I have some gamemaker 8 experience that I used to make various platform and maze games on but I don't know if they were good and I haven't used it in years. I think the best of mine was a sonic game that I never finished. I had a go at a first person shooter but didn't get too far with it an attempted a football game that turned out terrible.

If you're asking because that's an option for your computer then the gamemaker community has made some great games so it definitely is capable of it. I don't know if the newer versions are different but the last I saw it was only good for 2D games. If you're okay with that then I'd suggest you at least give it a try, assuming they still offer a free version.
