Do you mean "low-confidence people" or "non-outgoing people", or "non-dominant people"? I am of the opinion that those terms are more helpful and more widely understood.
Using a term like "small penis energy" will make people more likely to assume that you are a pick-up artist, a disciple of Andrew Tate, or a toxic "incel." This will likely hinder your attempts to communicate with a wider audience.
