Pacific Power owns the access rights to the area, NOT this jerk. I am seriously thinking of sending photocopies of this packet to PacifiCorp (the Pacific Power holding corp) and asking them if they have ceded control of the area to this guy, and if not they may want to have a lawyer talk to him.
