Also just realized that %90 of the time i can't understand what people say on the phone. Idk if it is because of background noise or not

You should be suspicious of much of any unexpected call of that nature. Particularly if there's lots of background noise. Implying a poor long-distance connection, probably from an overseas scammer with a pronounced accent.
