You'll have to clarify what you mean by "perpetual victims" - I think NDs who complain, are not attention seeking, but are really in a loop that is very hard to break out of. They deserve compassion and patience.

Now if you are talking about that cousin on Facebook who's always needing money, that's another issue altogether.
