There were a lot of words I didn't understand in that post, and I don't know sbout the legal stuff, but blocking someone who is 13 from 15+ content is appropriate in my eyes. Then for the part about a 13 year old posting about self-harm... I think if possible someone should be alerted, it's a young child that might need help.

Honestly, you wouldnt be in the wrong about blocking anyone at all. It's YOUR account. You block who you want, if someone is causing trouble or making you uncomfortable. Dont feel bad about doing it when the need arises.

Though, if that user is breaking any rules or posting anything concerning, be sure to also report them for those things. And then let the moderators handle it from there.
