It's an anaesthetic, a numbing agent. You use a cotton bud to apply a small amount to the tooth and surrounding gums. It's also an antiseptic, and it's a light oil. Light Oil is an important term, it seeps everywhere like WD40 or Penetrene type oils. It seeps the entire length of the tooth under the gums and fights infection at the roots.
