The guy who answered the phone didn’t sound like he was taking me that seriously so maybe I misunderstood what was happening. Idk. I just wanted to make sure no one was in danger.

In situations they think might be "potentially" dangerous they'll circle and circle until all the fuel is gone. This is so that if there is a problem on landing there's less fire danger.

Thanks for explaining :) I don’t know anything about planes.
It appears that they have landed safely since I don’t see the plane circling anymore and I have not been notified that anything happened.
I probably look real dumb right now but at least I tried to do the right thing.

I grew up next to a little airport, I used to see it all the time if there were contrary winds, they'd burn off all their fuel before landing just to be on the safe side.

That must be exactly what was going on because there is a wind/rain storm here.
