Again record what happens from this moment in every way you have at all, you live in a litigious country,law based on evidence ,keep your mobile(cell)phone recorder on, whenever you are close to the offending party ,record in whatever language is spoken on paper in case the recording is not clear ,call the a.s.p.c.a for advice

Report now; one more strike and someone's dog might get hurt before you can call it in. Cops at least might like to know about a dangerous dog on a street, and your job is dogs so you don't want that other dog interfering with your work.

I feel really bad because I don’t want the dog to be euthanized and that’s what the cops might suggest. :( But the dog is causing a lot of trouble. I hope the owner gets in trouble and not the dog.

Either one dog dies, or maybe that dog & whichever ones he kills may die. I don't want more pet deaths either but that dog could stand to be re-trained.
