I do have frozen vegetables. Would those work?

As an ice pack? Sure. If they're in a plastic bag it's easier. But if they are in a hard box container, you could take them out and put them in a bag, so that the cold material could be shaped around your knee. Don't put the icy thing on your skin; use like a thin towel or washcloth in between.
