Battery Backup

Sounds like its a battery backing up your system and a surge protector. These batteries last anywhere from three to five years. The sound your hearing is probably a test, or it's an indication that the battery itself needs replacement. Used to have something similar, that only did this after a brown-out or short power failure. The one I have attached to system now resets automatically but it may be for one of these reasons:

Automatic Self-Test
Periodic battery self-test ensures early detection of a battery that needs to be replaced.

Battery Failure Notification
Provides early-warning fault analysis on batteries enabling timely preventive maintenance
