    You can post a new thread at any time, you don't have to wait, there's no restrictions like that. You just click on the "Forums" section and then go to whichever sub-section you want from there, (like Private Discussions then to the Adulthood Discussions for example) and you'll see a big blue "Post New Thread" button.
