Nasty evergreen bagworm...

These things will kill everything in their path. Their life cycles are crazy: https://en.m.wikipedia.org/wiki/Evergreen_bagworm
That barely looks like a life-form. Are they always so ragged-y looking?
 
@tree yes, but only the males. Males cover themselves in dung and whatever vegetation they are munching on. The females never move can't eat, see, hear, or anything and their only purpose is to reproduce. Thousands of larvae burst forth from their carcass after they mate and then die.
