I had this debate with a pro-Establishment Facebook user, True Blue Singaporean: Has Singaporean universities admitted too few students?
Consider the facts:
In Hong Kong, one-third of the high school level students do not get into university. In Singapore, the rate is half (if we include Polytechnics)
If you can't get into local public Universities, the stakes are higher in Singapore.
In Hong Kong, there are 7 universities for 7 million people (only 1 is specialized).

In Singapore, there used to be 3 universities for 5 million people until this year (correct me if I am wrong). There are 2 new universities, but 3 out of the 5 Us now are small and specialized, with limited enrolment.

Hong Kong is reforming its tertiary education admissions to a criterion-based system.
Singapore had reformed its admissions to make admissions even more exclusive.

Hong Kong allows autistic students to get into its public universities under a separate scheme.

Singapore implicitly bars autistic students to get into its public universities by virtue of exempting them from Project Work and science experiments (in A Levels) - so one can only expect to get into those specialized universities.
And you know what? Hong Kong was reputed to have the 2nd toughest university admission system in the world after China. Actually Singapore is just as tough, if not tougher than Hong Kong, in terms of public university access!
Fyi China only allows around 70% of its students to get into its technical and vocational institutes. No country in the world is more competitive in university admissions than China. But Singapore's system is too competitive for its own good.
